Why it is not only tidiness
A wet mat of leaves does damage over a winter.
Leaves left on grass through a wet Arkansas winter pack down into a mat that holds water against the crown of the plant and blocks the light. What comes out from underneath it in spring is thin and patchy, and it takes most of the season to recover.
The same leaves wash into everything else. They fill gutter runs, block downspouts, and settle in beds where they hold damp against siding and fence posts. A good deal of what looks like a washing problem in March started as a leaf problem in November.
Storm debris is the other half of it. Central Arkansas gets its share of wind, and limbs come down in quantity a few times a year.

What counts as a yard cleanup?
Leaves, limbs, beds and whatever the last storm dropped. Clearing and hauling rather than ongoing lawn maintenance.
When is the best time?
Autumn once the leaves are down, and early spring before growth starts. Autumn is the busier of the two, because leaves left sitting over winter kill the grass under them and clog everything they wash into.
Do you take the debris away?
Yes, hauling is part of it. Leaving bags stacked at the kerb is not a finished job.
Can it be done with a wash?
That is usually the sensible order. Clear the yard first, then wash the concrete, so the drive is not covered again an hour after it is cleaned.
